1898: Theodore Roosevelt (center front), Assistant Secretary of the Navy, recommended the appointment of two officers “of scientific attainments and practical ability” to join War Department representatives in the examination of Professor Samuel P. Langley’s flying machine. They were to report upon its practicability and its potential for use in war. Langley’s original design never flew successfully.
